J.E.B. Pinney is a seasoned utility law attorney with more than two decades of experience at the Kentucky Public Service Commission, where he has served in roles ranging from Staff Attorney to Acting General Counsel and most recently, Executive Advisor, prior to joining Sturgill Turner. He provides strategic guidance on complex legal and policy matters affecting Kentucky’s utility landscape, drawing on deep institutional knowledge developed over more than 20 years with the Commission.

As Executive Advisor, J.E.B. counseled the Commission on high‑impact regulatory issues, oversaw the review and drafting of legislation and administrative regulations, and represented the agency in proceedings before federal bodies including the Federal Communications Commission and the Federal Energy Regulatory Commission. He also served as Ethics Officer, coordinated open records matters, and represented the Commission on multiple statewide advisory boards focused on telecommunications, accessibility, blockchain, and electric vehicle planning.

J.E.B.’s prior leadership roles include serving as Acting General Counsel, during which he supervised a legal team of more than a dozen attorneys and paralegals and oversaw all Commission litigation. As Deputy General Counsel and Staff Attorney, he developed extensive expertise across rate cases, telecommunications disputes, environmental and integrated resource planning matters, and consumer complaints, appearing before state and federal courts including the Kentucky Supreme Court and the U.S. Court of Appeals for the Sixth Circuit..
