Todd’s practice concentrates on public entity and governmental defense, constitutional law, civil rights, administrative law and utility law. He joined Sturgill Turner in 2011 after working four years as a staff attorney for the Public Service Commission, where he focused on issues involving water and sewer utilities. He advised the Commissioners on multi-million dollar utility construction projects, rate adjustments, and utility acquisitions for a wide variety of public entities. He has also instructed courses on the Open Records and Open Meetings Acts at several utility training seminars.
Immediately after graduating from the University of Kentucky College of Law, Mr. Osterloh served as a law clerk for U.S. Magistrate Judge Tu Pham in Memphis, Tennessee and as Court Counsel for the Supreme Court of the Republic of Palau.
