BACKGROUND: Ned grew up in Richmond, Kentucky. After graduating from the University of Kentucky College of Law, Ned accepted a direct appointment as a judge advocate in the United States Air Force Judge Advocate General Corps. Ned volunteered, and was mobilized, for service in Operation Desert Storm. He was awarded the Meritorious Service Medal for his accomplishments as Circuit Defense Counsel in a twelve state region in the western U.S., defending Air Force members before courts martial.
Ned joined Sturgill, Turner, Barker and Moloney, PLLC (STBM) as an associate in 1993 and became partner in 1998. Ned’s initial practice with STBM focused on General Civil Litigation, Employment Law, and Education Law, defending universities and colleges.
From 2000 to 2005, Ned served as Associate General Counsel for the University of Kentucky, Chandler Medical Center, where he provided legal counsel and advice to senior administrators, faculty and staff related to the array of federal and state statutes, regulations and other legal principles applicable to a major academic medical center and its health care providers, including the University of Kentucky Hospital, the University Clinics, the University Health Service and the UK Colleges of Medicine, Nursing, Pharmacy, Dentistry, and Health Services.
